Watch: Maryland General Assembly Holds Hearings on Energy Savings Act

On Thursday we wrapped up hearings on the Energy Savings Act. Experts, advocates and legislators are supporting the bill to save ratepayers money, reduce energy use, and protect the planet.

The EmPOWER Maryland energy efficiency program has delivered important benefits to Marylanders since it was created in 2008 but needs to be strengthened to support state climate goals, help consumers with lower utility bills and improve indoor air quality.

A recent report from Maryland PIRG Foundation details EmPOWER’s track record and recommends key changes that would bring down consumers’ utility bills, increase energy efficiency, and reduce climate pollution. 

Senate Hearing

The Senate Education, Energy, and the Environment Committee held a hearing on the bill on Tuesday, February 28th. (4:30 mark)

The House Economic Matters Committee held a hearing on the bill on Thursday, March 1st.  (1:58 mark)

The Energy Savings Act (SB689/HB904) will strengthen and expand the EmPOWER Maryland energy efficiency program by: 

• Building on the successful EmPOWER rebates and resources for energy audits and weatherization.
• Delivering most savings directly to Maryland households to help lower utility bills by establishing performance standards for utilities and ensuring 85% of energy savings happen in the home, where ratepayers benefit most.
• Setting a goal for reductions in greenhouse gas emissions and stopping incentives for the purchase of fossil fuel appliances and heating, maximizing federal efficiency incentives, and creating new incentives for electrification, efficient electric appliances, and home heating.
• Helping expand access for low-income households to state and federal funds for energy efficiency and whole-home retrofits including lead and asbestos removal and mold remediation.
