What: The Maryland PIRG Foundation will release a report showing that EmPOWER Maryland is saving millions in energy costs; however, ratepayers are losing out on additional savings as the utilities fall behind on their goals.

The report makes recommendations to maximize the positive effects of energy efficiency, suggesting that the state should adopt more ambitious energy efficiency programs.
